Delaware lets cultivators make and wholesale their own flower-only pre-rolls

Delaware finalized a rule allowing cultivators to manufacture, package and wholesale pre-rolls made only from their own flower under their own brand without a separate manufacturing license, effective Nov. 11. The rule bars white-label production, outside flower and infused pre-rolls, giving Oklahoma operators a useful comparison for vertical-integration boundaries and product-category licensing.
