OMMA Executive Director Adria Berry told the agency’s advisory council that products packaged before Nov. 1 should not be targeted under HB 4454 and that plain-text flavor descriptors such as “strawberry” are likely compliant, while processors warned that subjective interpretation could strand bulk packaging investments. Oklahoma processors and dispensaries should document packaging dates, audit imagery before new production runs and avoid assuming a state preapproval process exists.
