OMMA Emergency Rules Extend License Moratorium and Restrict Transfers

OMMA updated its current rules to implement HB 3143, extending the moratorium on new dispensary, processor and grower licenses through August 1, 2028. The rules also bar a licensee from applying to transfer ownership while the license or its OBNDD registration faces an administrative action that could result in revocation, suspension or nonrenewal, so Oklahoma operators should clear pending enforcement matters before planning a transfer.
