Virginia releases first draft rules for its adult-use marijuana market

Virginia’s Cannabis Control Authority released draft rules covering licensing, testing, packaging, ownership, delivery and seed-to-sale tracking ahead of a planned July 1, 2027 retail launch. Proposed store fees start with a $4,000 application and $20,000 initial authorization, offering Oklahoma operators a concrete comparison for licensing costs, market caps and compliance design in a new state market.
